Innergex is the developer and will finance, construct and be the long-term owner and operator of the proposed 200 MWAC Palomino Solar Energy Project (“Palomino” or the “Project”). The Palomino Solar Energy Project

Palomino will be located in Dodson and Union Townships, just east of Lynchburg, in Highland County, Ohio. The Project will add clean energy to Ohio’s electrical grid, providing enough power to meet the energy needs of over 40,000 Ohioan households. Construction will be funded by Innergex and the power will be sold to a large energy buyer, most likely a creditworthy corporation or electric utility. Along with supplying competitively-priced electricity to the grid, Palomino will provide significant short and long-term economic benefits to the local community.

Highland County is an ideal location for solar energy development in Ohio as it has some of the Buckeye state’s best solar resource. Additionally, it has an abundance of clear, flat land which allows for straightforward project design and construction. Palomino would consist of rows of photovoltaic (PV) solar arrays mounted on aluminum racks. The solar modules are strung together like Christmas lights and fed through inverters which convert the direct current (DC) electricity into alternating current (AC) electricity. The inverted AC current will connect via underground cables to the project substation where the electricity voltage will be stepped up to the grid voltage using the main power transformer prior to being injected into the grid.

Innergex has a successful track record developing and constructing similar projects, like its 200 MW Hillcrest solar facility located in neighboring Brown County and commissioned in 2021.

Public engagement

The public was given an opportunity to comment on the proposed Palomino Solar Energy Project. A local public hearing, pursuant to R.C. 4906.08(C), where the Board accepted written or oral testimony from any person took place on June 29, 2022. An evidentiary hearing was held in Columbus, Ohio on November 16, 2022 following which all parties signed and submitted a Joint Stipulation to the Ohio Power Siting Board.

Community Benefits

Innergex’s philosophy has always been to develop and operate reliable, high-quality projects while respecting the environment and balancing the best interests of communities and partners. Thus, when developing a solar energy project, Innergex believes in maximizing local benefits, such as giving preference to hiring local people, consultants, businesses and contractors.

Once in operation, property taxes generated by the project are expected to contribute about $1,800,000 per year amongst Highland County, Dodson and Union Townships, East Clinton Local School District, Hillsboro City School District and Lynchburg-Clay School District. Beyond this stable and durable revenue for local administrations, Innergex has a long history of sponsoring and supporting education, local associations and community events in the communities where we operate.

The mission of the Ohio Power Siting Board (OPSB) is to support sound energy policies that allow for the installation of new energy generation and transmission infrastructure which provide long-term benefits to Ohio citizens, promote the state’s economic interests, and protect the environment.
